COMMAND PROPOSAL REJECTED (Rec. 12,55 p.m.) LONDON, March 27. The case for a more effective general staff controlling all of the Empire’s armed forces Avas put before the House of Lords as the key to the atomic age defence plan. Lo.rd Hutchison and Lord Chatfield sponsored the proposal which the Government rejected on the ground that it would annoy the Dominions. Lord Addison, Avho announced the rejection, said there were regional problems on Avhich everyone was willing to co-operate, but that was quite different from having a high-powered group of superior persons who might give orders to independent-minded nations.
