NEGLIGENCE ALLEGED (Rec. 9.30) WASHINGTON, Dec. 20. Failure to refuel for the return trip of 2400 miles from Honolulu to California caused an airliner to make a forced landing in the Pacific on November 3 with 18 fatalities.
