CITY OF BUFFALO STRUCK (Rec. 9.30 a.m.) NEW YORK, Dec. 17. The Mayor of Buffalo proclaimed a state of emergency as one l of the worst blizzards in the city’s history veered south after depositing four feet of snow, paralysing transport. The Mayor ordered ail schools and most city offices to close, suspended the city court and limited the use of telephones to leave all available lines open for emergency calls. He requested citizens to stay at home. Trains have been held up as long as 24 hpurs. It is bitterly cold in America, east of the Rockies.
