The Canadian Parliament at its opening to-morrow is expected to discuss a proposal to make Britain either a loan or a gift of possibly 1,000,000,000 dollars to be held in the United Kingdom through post-war trade trials. Lord Keynes conferred for the second successive day with officials of the Canadian Finance Department. He expects to go to Washington to-mor-row.
