AGREEMENT REACHED.
FUTURE OF MANCHURIA (Rec. 9.30) NEW YORK, Aug. 22. It is learned that Dr. T. V. Soong's agreement with the Soviet Government provides that Manchuria and Inner Mongolia will eventually come under Chinese sovereignty, but the Russians will acquire a 50 per cent control of the Chinese Eastern and South Manchuria railways. Port Arthur becomes a Russian naval and military base. Half the docks and commercial facilities at Dairen probably will be reserved for Russian use.
