CONVINCED OF DEFEAT. (Rec. 9.30 a.ra.) NEW YORK, Aug. 23. The surrender of several thousand Japanese mountain troops in Northern Luzon was arranged yesterday for August 28, says a correspondent. A worn copy of the G.T. newspaper containing Japan’s surrender convinced the Japanese that the war was over. Beneath a Japanese battle flag American and Japanese officers discussed the capitulation while soldiers traded pistols, sabres and watches for souvenirs.
