HELIGOLAND COMMANDER. LONDON, May 18. ■Captain Roeggeler, former German garrison commander on Heligoland, will cool his heels in the cells for a few days for his obstructionist attitude. He was respectful to Rear-Ad-miral Muirhead-Gqulcl and signed an undertaking to observe the surrender terms, but when the Rear-Admiral left his manner changed and he failed to co-operate. He was promptly arrested and taken to naval headquarters in north-wes-tern Germany. Roeggeler was an ardent Nazi, and unpopular in Heligoland.
