SECRET TREATY.
JAPAN AND CONTROLLED CHINA. NAVAL BASE ON HAINAN. (Rec. 12.50) CHUNGKING, October S. An Army spokesman reported that Japan -signed a secret treaty "with the Japanese-sponsored Chinese regime at Nanking, obtaining, a Jong lease of the island of Hainan. Tho signatories were Baron Kiichifo Kiranuma and Wang Ching-wei. The spokesman said that under the treaty Wang -agreed to form a pool of Chinese manpower for Japan and to give other resources. Puppet-ruled China also agreed to recognise North China and Inner Mongolia as- autonomous. ' In return the Japanese gave only, minor - concessions, for example, the output of a few arsenals in Manchukuo “plus some little equipment the enemy seized from us.” The spokesman added that the Japanese were already building a powerful naval base at Hainan when the treaty was signed. He declared that apparently the 1 enemy expects a long war and plans to divide China into a number of regions.
