RATIONING SYSTEM.

TEA AND SUGAR FOR STAFFS. CHRISTCHURCH, This Day. Further details of procedure in the new rationing period to start on November 1 were given yesterday at the Chief Post Office. From November 1 tea and sugar permits for staffs of shops, offices and factories, and also for fire-watching personnel will be issued to cover a 'period of six months. A permit will have six coupons attached, the top portion pf each coupon indicating the quantity of tea and the bottom the quantity of sugar authorised. These quantities will bo given by the rationing officer at the time the permit it issued. Each coupon will bear the month of validity. When expended, the permit will have to bo returned to tho office of issue before a new permit is obtained. The new application will be required to be made on the usual form, FR SA, The sixmonthly issue will apply only, to the class of consumers the numerical strength of which is not likely to vary greatly in that period. Emergency ration cards for sugar are embodied in the new ration books and coupons on these cards may be redeemed with any sugar retailer provided the coupon available during the current rationing period is pasted in the space provided. The retailer will in this instance cut out the relative coupon and counterfoil from the emergency card and sent it with Iris monthly application for fresh supplies (form FR 3A) to the rationing officer.

The new ration books are issued to the public, retailers will not be required to cut sugar coupons from books but may cancel them and leave them in the books. This will also apply to large residential establishments such as hotels which deal directly with wholesalers. Retailers or proprietors will be required to keep an accurate register of sugar customers -or guests. It is expected that the present arrangements for the special issue nf sheets of clothing coupons to expectant mothers will continue unchanged, and that, since no notification of a change has been received, the present arrangements for supplying coupons to members of the Armed Forces will continue.
