RELATIONS REMAIN.
RUSSIAN-JAPANESE PACT. NEW YORK, Jan. 21. The Japanese Foreign Minister (Mr Togo), speaking on foreign relations, said that Russian-Japanese relations were unchanged, as they were regulated by the Neutrality Pact between the two countries.
The Minister for Finance (Mr 0. Jva.va) has presented a record-breaking war budget of 8,700,000.000 yen.
