STATE OF SIEGE.
DECLARATION IN MOSCOW. DEATH PENALTY FOR SABOTAGE. A message from the Davcntry shortwave station at 1 o’clock this afternoon stated that M. Stalin had issued a decree proclaiming a state of siege m Moscow, and imposing a curfew from midnight to 5 a.m., during which only special military movements will be permitted. The decree also proclaims the death penalty for sabotage of the Russian war effort.
