OIL CONTROVERSY.
MEXICO AND UNITED STATES. AGREEMENT ALMOST COMPLETE (Rec. 10.30) NEW YORK,, August 1. The New York Journal of Commerce of Washington says that an agreement between the Government off United States and Mexico settling the tliree-year-old oil controversy is on the verge of completion. The State Department has been acting as an intermediary between the oil companies and the Mexican, Government. The agreement will probably take the form at first of capital payment and thereafter annual payments. It is practically certain that properties will not be returned.
