BAN ON SAILING.
AMERICAN SHIPS AT MARSEILLE*
LONDON, May 19, It--has. been announced in Wasmngtofi that the Vichy Government has refused permission for two American food ships to leave Marseilles on their return journey. These ships had unloaded 1300 tons of flour for the people of France. -The refusal to allow them to return id a direct violation of an agreement that the ships were to return to America after discharging their cargo.
