The American papers give the greatest possible prominence to President Roosevelt’s message to Congress, which they variously describe as a “clarion call” and a “new crusade '.of freedom.” The great majority welcome the President’s frankness abo'nt the slowness of production so far and draw the moral that tine output of armaments must be accelerated to the limit. As one paper puts it: “Uncle Sam is through with trifling.”

In London the message is regarded as an inspiraton to the people of Britain and the President’s renewed assurance that a peace dictated by the aggressors would be unacceptable is especially welcomed.

On Thursday the President will present his Budget to Congress, and it is expected te be by far the largest in American historv.
