NO PACT MADE WITH GERMANY. PASSAGE OF TROOPS OPPOSED. (United Press Association—Copyright.) LONDON, January 7. The Sofia correspondent of the Associated Press of Great Britain reports that high functionaries of the Russian Foreign Office who have arrived in Sofia denied that the Soviet had given approval to the passage of German troops through Bulgaria. Russia and Turkey were united in refusing such passage. Thousands of Turkish troops are concentrated on the Bulgarian frontier.

From Budapest it is reported that. Germany has lent Bulgaria 2500 war aeroplanes and has also sent many anti-aircraft gun crews to Rumania. The Tass News Agency denies that the Soviet Minister has been recalled from Bucharest.

An earlier report said that according to German sources, Russia and Germany had made a deal on Baikal! spheres of influence, by which Russia, is to get, Moldavia, Rumania’s northern province, and a free hand in Finland, in exchange for Germany receiving a ffee hand in Bulgaria.
