OFF SAIGON.
JAPANESE SHIPS REPORTED. PRESSURE FOR CONCESSION. (Received This Day, 11.30 a.m.) HONG KONG, November 19.
The “China Mail” reports that Japanese warships and transports are off the Saigon River, coinciding with the renewed Japanese pressure for pci mission to land troops at Saigon. A responsible traveller from IndoChina said that the Japanese Economic Mission had requested, and probably will be granted, three months monopoly of the rubber production, starting from December 1. It also leqbested what is tantamount to virtual monopoly of the mineral Resources.
