Mir Cordell Hull said lie was discussing naval and: air base facilities with various South American countries, but tlioii'e was no question of any change of sovereignty. He added that the exchanges occurring regarding all phases of Western Hemisphere defence wero all within the scope of the Havana and Panama conferences.
