THE PART OF THE CIVILIANS. GREATER WAR EFFORT URGED. LONDON, September 25. Lord Stamp, speaking at Bristol, praised the voluntary saving, but urged still greater efforts. Nearly everyone now was having a very hard time, and the civilian population was in the front line. The ordinary mail’s contribution to winning the war must be three-fold, “hard work, hard nerves and hard living.”
