In a speech in the House of Lords the Secretary of State for the Dominions (Baron ‘ Caklocote) discussing the expansion of the. Empire’s productive capacity, said: It is not only Canada in which we are looking for additions to OU|V capacity. A conference will soon be held between Australia, Now Zealand, South Africa and certain colonial governments in order to survey the existing arrangements for the development of sources of supply. It is important not to regard this as a substitute for what we are doing in. Britain. Nothing could be! more encouraging for the enemy than the knowledge that we are transferring our efforts across the Atlantic. Nothing could be more discouraging for them than the knowledge that thesei secure countries across the ocean arc sending increasing supplies to Britain.
