DRAINAGE LOAN.

FOR THE NETHERBY AREA. QUESTION OF THE DATING “Unless this is seconded I’ll bring it up every night till it is. I am in iny rights, and I will do it.” This statement was made by Air J. Thompson at the meeting of the Ashburton Borough Council last evening when there was no seconder for an amendment he had moved. Mr E. Buchanan: Is he in order? He has been up and down several times. Mr Thompson : What about you ? (Mr Buchanan: I have spoken only pnee. The question under discussion by the Council was the raising of a loan of £1438 to carry out drainage work in the Nothcrby area. The term was suggested as 35 years, the interest and sinking fund being at present not available, the necessary rates to bo collected over the whole of tho Borough area. <

"By no strotch of the imagination could anyone say it would be fair to make Hampstead pay toward this scheme,” said Mr Thompson. • "After years of fighting the Hampstead area got its own scheme and it paid for it itself.” He moved that the rates for the Netherby loan should be paid by the old Borough and Netherby areas. It was at this stage that Mr Thompson said he would continue to move the amendment till it was seconded. Mr 3. Osborne later seconded the amendment. It was pointed out that it was the intention to consolidate the whole of the rates over the full Borough area, and in the end, under this scheme, Hampstead would benefit. It was intended to put down large pipes in the Netherby scheme to handle the linking up of the northern area of Allenton at some future date. The Town Clerk (Mr R. C. Major) said it would not be fair that Alienton, which would ultimately benefit, should be left opt of the (rating. To do- so would make the burden heavier for Netherby. The motion was carried, Mr Thompson asking that his objection be recorded .

The Council’s views with regard to the term of the loan will be sent to the Treasury, which wrote asking for a term to be stated.
