The Washington correspondent of the “New York Times” says, that im formation .indicates - nearly - a 150 per cent, increase, in German submarine strength' of: the; outbreak of the. tfar, being from 03,000 'tons-oh October:l7td 80,000 tons at present, including 30 of 1300 tops each, capable of operating thousands.of- miles.from.thejr .bases. It is believed that forecasts of a flar-flung submarine -campaign, probably .including the Western Atlantic and the Mediterranean, may have been one of the reasons for Mr Sumner 'Welles’s mission.
