The confusion arising from the accounts of two Finnish Ministries is solved by the fact that one has been appointed by the Finns themselves, replacing the Cabinet, of which M. C'ajnndeer Avas Premier, and the other as a. puppet Soviet Government appointed at Terjoki, Avhich is in the possession of Russian troops. The former, or White Government, does not. include MM. Cajaiideer and Erkko, whom Moscoav virulently attacked. It consists of Dr. Ryti as Premier, and (M. Tanner (Minister of Foreign Affairs). The puppet or Red Government is pledged to overthrow the White Government. M. Otto KusimeU, the' Premier, is also Foreign Minister. The Red Government has formed a Finnish army corps recruited from revolutionaries and peasants. It is pledged to create a people’s army Avith State control of banks, and industry, liquidation of unemployment, an eight-hour day, lower rents, an annual holiday, confiscation of large estates and cancellation of arrears of taxes by peasants and fred education.
