The Toliio correspondent of the United Press of America says that foreign diplomats understand that the Soviet Ambassador (M. Smetanin) started conversations with the Japanese Minister for Foreign Affairs (Admiral K. Nomura) which M. Smetanin hopes will end in an understanding of a far-reaching scope. The German Embassy is following the negotiations carefully, but there is no positive indication that Japan is ready to consider a non-aggression treaty with Russia, in spite of the fact that tho army has been openly conciliatory toward Russia in the last month. *
