NEGOTIATIONS MAY REOPEN. REPORTED MOVE BY RUSSIA. LONDON, November 16. The Istanbul correspondent of the ‘‘Daily Herald” says that M. Tarentjev, tlie Soviet Ambassador, lias asked Turkey whether she is willing to reopen negotiations. He. suggested l that Russia might be ready to. sign the pact originally proposed if Turkey would agree to the reservations which M. Molotov, the Soviet Foreign Ctommssar, sought in connexion with the pact among Britain, France and Turkey. Britain and Franco agreed to these reservations! before the further Russian demands interrupted the conversations. Turkey, it is understood, told M.
