PROSPECTS OF AMENDMENT. OPPOSITION LOSING STRENGTH. NEW YORK, September 30. The formal report of the Foreign Relations Committee on the proposed Neutrality Bill, the debate on which will be held on Monday, declared that the repeal of the arms embargo was necessary for the maintenance of neutrality. The Washington correspondent of the “New York Times” says the report strengthens the move to concentrate the debate on the embargo issue, excluding other aspects. It is stated unofficially that Administration Senators believe a strict cash-and-carry clause may replace the 90days credit provision. The Washington correspondent of the “New York Sun” states that Administration forces seeking repeal of the embargo gained strength heavily in the Senate Muring last week. A careful poll shows that the Administration would have a majority to-day. The opposition ranks have been losing strength.
