The Japanese reply to Britain states that' the measures were taken in selfdefence, the necessity for which would cease if the Concession authorities cooperated effectively in preserving peace. It adds that the authorities’ insincerity was enabling anti-Japanese elements to use the Concessions for a base. The measures were therefore designed to enable the Japanese', if necessary, to prevent communication between tbe anti-Japanese elements in the Concession and those outside.
