THE THRONE OF RUSSIA, LONDON OCT. 17 The new “Tsar of all the Russians,” the Grand Duke Vladimar, admits that he does mob know what bis duties are but lie is “going to take them seriously.” He is a young student of economies at London University. He intends to keep up a provisional court at St. Brian, in the South of France. “1 realise that my task involves the well-being of millions of Russians, i intend, to unite the White Russians and regain our country,” says tho Grand Duke. He is contemplating making his headquarters in Paris.
