PROCESS OF FAST DECLINE. (United Press Association— Copyright.) (Received This Day, L. 50 p.m.) LONDON, October 30. The Paris correspondent of "The Times” says that the Birthrate Congress which has opened at Limogus faces the fact that the present decline will lessen the population of France by 12,000.000 in the course of half a century.
