FIRST FRENCHMAN HONOURED. (United Press Association—Copyright.) (Received This Day, 12.55 p.m.) BERLIN, October 26; M. Francois Poncet (French Ambassador to Berlin) has been decorated with tile Grand Cross of the- German Eagle. Ho is the first Frenchman so honoured.
