FORCES IN THE FAR EAST.
VIRTUALLY ON WAR FOOTING.

A foreigner who recently toured Soviet Far Eastern territory informed “The China Mail” that Japanese reports of Soviet activities underestimate the position. He declared that the Soviet maritime provinces were virtually on a war footing. A hundred submarines had been commissioned .at Vladivostok, the coast-line was being fortified and hundreds of war ’planes had been assembled. The spy mania was intense.
