Professor Noel Hall, in a speech before the Empire Conference, said that with a properly-co-ordinated Empire policy the colonies and Dominions, particularly Australia, could provide an increased market for industrial products from countries whose standard of life was so low that Britain cannot compete. This increased consumption would relieve other markets from cheap competition. Australia, which was steadily expanding her exports to the Far East, would need in future even wider outlets for her products. A trade diversion policy clearly indicated that Australia meant to get them.
