THE JAPANESE MANDATES. ALLEGATIONS OF DRAINING. STUBBORN DENIALS AT GENEVA. (United Press Association—Copyright.* (Received This Day, 1.20 p.m.) LONDON, November 9. The Geneva correspondent of the “Daily Chronicle” says that the Japanese administration of the mandated islands in the Pacific Was sharply criticised by the League Mandates Commission when differences of approximately one-third between the imports and exports, the latter 'being the greater, led to the suggestion that the Japanese are draining the islands of their n.atuiial resources and giving the natives little in return. Despite five hours’ cross-examination, Mr Ito was unable to supply information beyond that contained in his Goxrernment’s report, though the official reason for his presence was to furnish particulars as required. His denials were so stubborn that the Commission did not seek information regarding the fortifications alleged to exist on the islands, contrary to the Peace Treaty, and did not deal with the series of air bases being erected, according to the Japanese, to follow movements of fish.
