THE BEST YEAR SINCE 1930 (United Press Association—Copyright.) WASHINGTON, November 8. The Federal Reserve Board’s commercial and industrial review for 1936 published to-day, points out notable gains in business accompanying improved financial and banking conditions, but reflecting the failure of employment to keep pace with the general recovery. Indications show the best business year since 1930, with the 1923 and 1925' levels exceed in many cases, production of electric power being larger than at any previous time. In reference to unemployment the review states that the reasons, despite a rapidly expanding output, are the growth of population and technological improvements, but is points out that the last two years have shown a larger increase in production than employment, due partly to increases in 'the average number of hours worked, reflected in expanding pay-rolls.
