The assertion that lor the proper and safe regulation of traffic, bicycles should he registered, was made by the Minister for Transport (the Hon. R. Semple), in an address to the twenty-third conference of the North Island Motor Union. He intended to press for legislation next session to make registration necessary, and he wonkl continue until he attained object. He was drawing up regulations and rules o f the road which would, he suggested, he sold at cost and perhaps distributed by motor associations. He considered that all highways should be under the control of the Main Highways Board, and not county councils, and advocated the policing of roads by the Board and doing away with local body inspectors who, with other duties to do, did not give the job their best attention. Ho advocated systematic teaching of the public and children by means of moving pictures, gramophone records, and broadcasts, and emphasised the fact that the loss of life was 300 a year. He expected it to grow this year to at least 360. He wanted to check this appalling loss, and hoped the motor associations would help him.

He was calling a conference to discuss the matter on Friday next, when 600 delegates would be present.
