ITALO-GERMAN AID TO REBELS. DOCUMENTS SEIZED BY POLICE.

LONDON, August 18. The diplomatic correspondent of “ The Manchester Guardian” says that the fall of Badajoz is not regarded in London as decisive. The impression here is that the conflict will not be decided by force! of arms alone. Even final victory for the rebels would not leave them masters of Spain. Their military successes are due partly to well-armed and well-trained Moroccan troops and partly to the superiority of their aeroplanes, which are manned in many cases by Italian and German cre'ws.

Evidence is accumulating that ItaloGerman help was arranged before the rebellion. The Italians are principally interested in Ceuta and the' Germans in Morocco and the Balearic Islands. It appears that the rebels promised to allow Italy to use Ceuta as a naval base and to erect new fortifications. A similar arrangement was promised Germany in respect to 'the Balearic Islands. Both Italy and Germany were promised economic concessions in Morocco.

The Spanish police seized large numbers of letters and othe'r documents passing between the Nazi organisations and Berlin, which. show that the Spanish Nazis were supported by the German Foreign Office. Four thousand of these 1 documents were placed at the disposal of the correspondent of the “ Manchester Guardian.” The documents reve'al extensive subversive activities, probably typical of the Nazi organisations throughout the world, which are closely linked up with the German consulates and chambers of commerce'.
