MR BALDWIN NOT INCLUDED. (United Press Association—Copyright.) LONDON, March 4. Officials circles are reticent regarding tile Ministerial visit to the Dominions. Mr Baldwin, in answer to the question in the House of Commons, stated only that he was not going. Mr Malcolm MacDonald will not be chosen, because it was only last year that ho returned from a Dominion tour. Meanwhile it is not clear whether the mission is due to the new defence plans or the preliminary conversations for renewal of the Ottawa, agreements.
