LABOUR ON PUBLIC WORKS. MINISTER EXPLAINS REASONS. (Per Press Association). WELLINGTON, This Day. Referring to his statement at Palmerston North, when lie saw a. score of men dragging round a huge roller, the Hon. R. Semple said there was no doubt in his mind about the absurdity of using labour in this fashion. At the same time, he felt that the quotation of his remarks 11s telegraphed might lead to the belief that he was casting the whole blame for the system on tlij Unemployment Board and the engineers. Mr Semple added: “The position is that the engineers had been unable to supply modern equipment for these jobs because, firstly, the Unemployment Board supplies" money for labour alone and cannot supply funds for equipment, and, secondly, because no provision was made by the late Government in the Public Works Estimates for the necessary modern equipments. In consequence, these comic opera methods have been made inevitable in the past.”
