LOSS OF THE PARINGA.
STAFFING CRITICISED. CHINESE REGULATIONS. (United Press Association—Copyright.) HONG KONG, January 6. Mr W. E. Kirby (secretary of the China Coast Officers' Guild) said in an interview that the total certificated complement of the Paringa, lost recently off the Australian coast, consisted of three British ranks and two Chinese holding "service" certificates issued by the government of Hong Kong. The Vincas, the tanker which was towed by the Paringa,' and which broke loose and Mas saved, did not carry any certificated men. Mr Kirby said, "double the number of certificated ranks would not have been too many for the job. , The disaster illustrates what is permitted under the Chinese flag."
