Merchant officers have formed a nonparty trade union, of which Admiral Nelson Ward is president and Captain Coombs secretary. Tho latter says because of the failure of the Government and the shipping industry to heed reasonable representations, tbo union will now press for a 25 per cent, increase in pay, a month’s annual leave, contributory pensions, and regulations of hours of duty.
