THE TROOPS IN LIBYA.
UNEASINESS REGARDING CANAL REPORTED OFFER. BY ITALY.. (Received This Day, 9.35 a.m.) LONDON, September '2O. A correspondent of the ‘ Sun-Her-ald” Service says that the uneasiness about the Italo - Abyssinian dispute threatening Egypt and the Suez Canal by Italy’s mysterious dispatch of troops to Libya, is increasing daily. Signor Mussolini asserts that the troops went to Libya owing to tribal restlessness, but this does not deceive even the Italians, who are thoroughly aware that the troops are there in readiness for a conflict involving Egypt and the Canal. Meanwhile M. Laval’s ambiguous behaviour at Genova causes further disquiet. It is understood that during his conversation with Mr Eden yesterday M. Laval submitted a proposal from Baron Aloisi, in effect, that if a
guarantee could, be given that sanctions would be limited to mild economic pressue the Duce would withdraw from Libya the troops which seem to threaten Egypt’s independence.
