CONCILIATION PROCEDURE

Several developments have occurred in the Italo-Abyssinian dispute, notably Notes, wep unexpectedly received at Geneva from Rome and Addis Ababa.

The Note from Italy is regarded as offering- the prospect of a changed situation as regards the meeting of the League of Nations Council. The French Foreign Office announced that the meeting of the Council has been fixed for next Wednesday, to discuss the Italo-Abyssinian dispute. The Italian Note, which was also sent to Addis Ababa, states that the Government is desirous, as always, of completing the procedure of conciliation. It recalls the previous intimations to Ethiopia that Italy is prepared to resume tho proceedings before the Commission, provided the inquiry is limited to the incident at Cal Ual. The opinion is expressed at Geneva that Italy does not consider the conciliation procedure exhausted and that consequently the Council cannot properly enter into the rights and wrongs of the case until after August 25—the date fixed by tho 'League Council for its meeting if no settlement by conciliation is then reached. Meantime Abyssinia sent to Geneva a Note demanding that the Council be summoned urgently.
