Advice has been received here that the Formosan police have arrested two Americans and one German, named Gates, Wrede and Roubin respectively, on charges of violating the Shipping Act, also with entering a fortified zone without authority. . The trio left Shanghai recently in a small sailing boat for a long cruise, touching at the Philippines, New Guinea and, possibly, Australia, eventually proceeded to Cocos Island, to seek salvage of the gold cargo said to have been there. The Formosan authorities, however, claim that the Americans are really naval officers, and that they were caught photographing in a fortified zone.
