AUCKLAND, April 28. “In common with many other people in the Home country who take a deep interest in Empire development, I was shocked when a proposal was made by the British, Government that the entry into Britain of certain products of the Dominions might have to be restricted, and a quota system adopted, saicl Major Sir Frank Fox, a noted writer on Empire subjects, who arrived by/ the Wanganella on an Empire tour. “The British. Government has drifted into this position without due consideration of all the circumstances, ’ said Sir Frank. “I feel convinced that the British people or the British Parliament would not consent to any policy of restricting the Empire’s markets by a quota system if they fully understood all its implications. It appears certain that British. Government departments have allowed themselves to drift into the present position. Before left England I made an effort to bring the true nature of the issue beTore the British public. Since I left England some concessions have been made, but to my mind the issue should be brought as one of clear principle. I think New Zealanders, as well as people fn the Home country, will he agreed that the British family must have the first chance in its own market.”
