ENCIRCLING GERMANY
AIM OF THE SOVIET. A PROLETARIAN REVOLUTION. PROPAGANDA IN OTHER LANDS. iUnited Press Association —Copyrights . (Received This Day, .10.15 a.mi) LONDON, April 28. The Riga correspondent of “The Times” says that the Comintern is supplementing M. Litvinoff’s policy of peace pacts hy a parallel chain of proletarian pacts encircling Germany. It is questionable whether the decision lias anything beyond advertisement value.
The Comintern sections in Britain and all countries .bordering on Germany, except Holland and Switzerland, have been instructed to create antiGerman committees to demonstrate against conscription and rearmament in Germany and to enlist the aid of Communists and unorganised. Labour, the British Labour Party, and Independent Labour Party, and similar bodies in other countries. It will be urged that Russia must increase her army because Herr Hitler means war. His overthrow by a proletarian revolution will destroy Germany’s zest for war.
PACT WITH FRANCE. LONDON, April 28. The Paris correspondent of the British United! Press says: “M. Pierre Laval (Foreign Minister) has obtained a modification of the draft of the Franco-Soviet pact by which automatic military action is abandoned in favour of consultation in the event of action by an aggressor, which will thus bring it within the principles of the League Covenant. The pact only awaits initialling.”
