DELEGATES DECLINE.
INTERNATIONAL FILM CONGRESS BRITISH OWNERS' ACTION. (United Press Association— Copyright) BERLIN, April .25. Dr. Scheuermann (president of the Film Chamber) created a sensation by announcing that the delegation of British cinema-owners, after acceptance of an invitation some weeks ago, declined to attend, the International Eilm Congress to-day and cancelled 42 hotel bookings. . . Dr. Scheuermann attributes the incidents to a misunderstanding arising from political considerations. The Dutch delegation also declined to take part, though 1000 delegations represent 40 nations.
