DEPUTY-GOVERNOR APPOINTED. (United Press Association —Copyright) (Received This Day, 1.35 p.m.) . OTTAWA,.October 26. ■', The Minister of Finance (Mr Rhodes) announced to-day that Mr J. Osborne (secretary to the Bank of England) had been appointed Deputy-Governor of the Bank of Canada, the appointment to be effective from December 1 for a period of five years.
