The statement declares that while the Government will encourage the immigration of individuals, it will not in any circumstances, consider mass settlement.

The High Commissioner for German Refugees appointed by the League of Nations, Air James AlacDonald, in a carefully worded statement referring to the Angola scheme, declared that much harm is being done by gross exaggeration. “These wild and absurd statements,” says the High Commissioner, “are most certainly wrecking the few small possibilities of the refugees. Palestine is the only country which offers any prospects for a large scale settlement.”
