It is a detrimental negative to man's fundamental- virtues, which only by struggle reveal themselves in the light of the sun. Whatever happens Italians will face the future with complete discipline," said Signor Mussolini in the Chamber, of Deputies. Referring to financial problems, the dictator said that British strength rested on three columns the dynasty, the navy, and the pound sterling. When the last-Jiamed tottered' in 1931 tons did not lose their heads but'rallied to it with wonderful courage. Italians must try.to emulate their spirit. Italy was faced with a budget deficit of £66,000,000. He also estimated a deficit of nearly £50,000,000 in the trade balance for 1934. Further economies were practically impossible. Taxation, had reached the- limit. One method-of relief was reducing the cost ,of production to the level of world prices, necessitating workmen taking lower salaries and thereby finding work. Signor Mussolini announced the early publication of a decree imposing penalties for speculation in the lira, which must be anchored to gold, and prohibiting the' export of currency except for business requirements. Signor Mussolini added that an extraordinary grant of £16,500,000 was being made for the navy and -anothei £16,500,000 for the air force. The Duce expressed the opinion that worfd recovery depended chiefly the/solution of the piroblems of the Saar, the Danube, Far East and disarmament. ■ ~ Signor Mussolini explained that the naval and air expenditure would be spread over six years.
