According to Mr P. E. Reed (Provincial Dairy Commissioner and Secretary to the Western Dairy Association), the Western provinces so far have received no indication that any butter will be shipped to Britain from the East,

Mr Reed said that Saskatchewan shipped slightly more than 1,000,000 pounds to the overseas market at a net loss. Alberta and Manitoba shipped similar quotas. Ho stated: "We realised that unless something was done quickly the winter would come on with Canadian manufacturers carrying a big surplus that would mean a further decline in prices. We believed, and still believed, that the only thing to do was for each province to agree to export a certain quota, even if fit a loss."
