The diplomatic correspondent of the "Daily Herald" says that Japan is on the verge of passing into the control Of a military dictatorship pledged to a policy of big armaments and aggression abroad. General Araki (Minister of War), who is known as the Japanese Mussolini,' secured the resignation of Viscount Uchida from the Foregn Ministry and appointed his friend, Koko Hirota. This is a step to the abolition of and placing the power in a Council of State controlled by the Arrny. General Araki has the support of murder gangs of young officers who are out to assassinate democratic politicians. General Araki has dreams of a Japanese "liberation" of India, visioning a great empire in which Japan will exercise an hegemony of all Asia.
FOREIGN MINISTER RESIGNS.
TOKIO, September 14
Count Uchida. has resigned from the Ministry for Foreigni Affairs for health reasons. Mr Kodi Hirota (a former Ambassador to Moscow) succeeds him.
